Playlist Management Plugin

required for any bot that doens't have the plug gui to control the playlists. would need things like:

• !playlist list - default action. list the id's and names for each of the playlists on the bot.
• !playlist activate id
• !playlist delete id
• !playlist add name
• !grab - adds to currently active list
