When sending chat, prioritize messages. This allows plugins to specify how important their messages are, i.e. responses to admin commands may be more important than welcome messages.
This is for plugs chat rate limiting. In the case that it's being throttled, higher priority messages can be placed at the top of the queue to go out before the rest.
