Treat price 0 as no price #654

If eg some users need to pay for sth and some don't, currently, we need to make a price 0 and guide them via the quick checkout, as if they would pay with credits.

We could speed up the process:

[x] don't block with availability priceisset if price is 0 for the current user
[x] this would allow the user to directly checkout with no price at all

@semteacher Testlogic for a unit test:

create two price categories, create one booking option, set prices for the two price categories, one is 0, one is eg 100.
create two students, one which pays the first price category, one for the second.
assert for the first that it can book directly (blocked by bookit), the second one should be blocked by priceisset
