feat: Restarting accidentally completed tickets #8

Tickets which have been completed, rejected, or otherwise moved to the done column should not be permanently stuck there, and an option for the owner of the room to move them back to incomplete would be ideal. This should:

Reset the votes on the ticket
Set all relevant statuses to that of a new ticket
