JIRA exporting currently works but has a number of caveats, all of which need documentation:
You must be logged in with your Atlassian account in order to export points to JIRA
You must have a few permissions (figure out which ones) in order to export
You must have a valid screen set up for all tickets to be estimated (typically, 2 screens: one for normal tix and one for bugs) which allows setting story points
Additionally, sometimes login status can go stale for Atlassian and prevent loading the data for the purposes of exporting. In this case, try re-authing the user, and if that still fails, then they cannot export the tickets to JIRA.
