Importing Not Working #17

Hello there! For some reason, Whenever i download the file and Import it into the pack folder, The pack doesn't Load in-game. I've tried with other mods/packs, and this is the only pack that is doing this. Is there somthing i'm doing wrong? (FYI I was only importing the plain file because my computer wouldn't let me extract it)

This is a minecraft forge mod. https://www.curseforge.com/minecraft/mc-mods/mining-goggles for 1.12.2, 1.16.5, though 1.16.5 is kinda wip.
