zone ability blocks quest ability #492

Describe the bug unable to do quests that have a specific ability because the zone ability blocks it, have to disable the ui entirely to complete. To Reproduce Steps to reproduce the behavior:

  1. accept a quest with an event ability in a zone with a zone ability
  2. zone ability blocks quest ability with no way to move or remove it
  3. have to disable ui to complete
