Add "time held" to territory tooltip. Make territory borders dashed if cooldown #542

Hey o/

The "time held" will show when hovering over a territory in the guild map. It will be listed below the defence of the territory. The dashed borders are toggle-able in the "world map" settings.

So, most of the time i had to go to avicia.ml/map to see the "time held" of an territory so i could check if a territory is on cooldown (time held < 10min). This was very tedious so i have decided to add this to Wynntils 😃
