Create authentication system #123

The premise of this system is that the Captain can choose to authenticate certain actions when they are executed. The Captain will choose if authentication is necessary for a certain action, and then, if a user attempts to do that action, the Captain will have to confirm on their screen.

I can't remember whether we wanted Cayden to do this one or me to do this one.

What actions do we want the captain to be able to enable/disable? And do we want to go for an enable/disable system or do we want to have the captain always authorize certain actions?
