Sorry for not following this up sooner. Unfortunately without more information this error is not helpful.

Somehow your manager is attempting to load the Patches.dat (part of the codes system) from a mods folder where you have the manager installed and not in the game folder. This shouldn't be possible.

If you haven't already resolved this, we'll need more information on what exactly you've done in the folded where tou installed the Manager that caused this to happen.
