Update thre requirement of perceval. #2

The gitee backend of Perceval have migrated form https://github.com/WillemJiang/grimoirelab-perceval to https://github.com/WillemJiang/grimoirelab-perceval-gitee. We need to update thre requirement of perceval in requirements.txt.

As sirmordred doesn't have hard dependency , the grimoirelab-perceval-gitee dependency is introduced by grimoirelab-elk, I think we just need to add the dependency there.
