[CI/CD] Add a CI/CD workflow to the website

Use case description

Right now, we do not have a workflow to check all the PRs raised by community and auto deploy the website after commit on master branch, so we should add workflows for:

• For any PR raised, a command to build the PR and deploy a preview.
• For master branch pushes, auto deploy to production.

Proposed solution (optional)

• Deploy PRs to https://open-digger.cn/pull_{number}/
• Deploy master branch automatically to https://open-digger.cn/
