Purpose

A report case of Testing: Many functions in anual reports can be implemented by python mentioned by https://github.com/X-lab2017/open-digger/pull/1506#issue-2086861861
Provide technical document data reports to https://github.com/X-lab2017/open-digger/issues/1421 and support discussions in https://github.com/X-lab2017/open-wonderland/issues/345

Features

Add ipynb: Add report China_open_source_techinical_report_2023.ipynb and images merged from:
- China_open_source_techinical_report_2023.ipynb
- China_open_source_technical_database_report_2023.ipynb
- Add report China_open_source_techinical_report_2023_py.ipynb: the consistent functionality implemented written by Python based on pycjs kernel.
