Missing UIStatMarkup for Hacking on Spark BITs #868

Looks like Firaxis forgot to set UI Stat Markup for the bonus Hacking provided by BITs. Gremlins do have the UI Stat Markup for this.

This is easy enough to fix with a third party mod's OPTC, so not sure it's necessary to fix this with the Highlander, but the option is there.

If this is to be fixed in CHL, it needs to be fixed in the dlc 3 component (which no one even implemented yet)
