GitHub Actions CI #213

GitHub has its own CI platform that allows to test and build software which could be useful when working on launcher.

I've started to work on it here: https://github.com/RadRussianRus/xcom2-launcher/tree/ci

This action will build both Debug and Release configurations, and then upload them as artifact.
