Add State Filters for Active / Inactive mods #220

The state filters kind of relate to the possible states of the "State" column. (with "Hidden" being an exception).

And if we want to filter by "enabled", it would probably be required to have a tri-state filter option for this. Like "Show all", "Only show enabled" and "Only show disabled".
