The same problem like what EXACTLY?
I got the folder with content\268500268500
in the log as well. Its in the last "Checking DLC installation" log line. I never noticed it and it is kind of weird, but probably not a issue.

When using the default launcher, custom (non-steam) mods will indeed not load by just putting them into the content\268500\
folder.
I'm sorry, I figured out the my Mod installer "Vortex" created the issue. It's all good now. Thank so much for your time.

I've been having the same the problem, I have mods installed but they don't load. I checked out the launch logs saved in 'My Documents' and I've noticed that XCom 2 is looking up the Workshop items in the wrong place.
I get this line in the log: [0017.34] Log: Checking DLC installation for D:\Program Files (x86)\Steam\steamapps\workshop\content\268500268500 ... [0017.34] Log: IS INSTALLED : , YES
Instead of '268500268500' in the directory it should just be '268500' which is the workshop id for XCom 2 WOTC. So I believe that game is looking in the wrong place.
I can use the Steam Launcher, but my custom mods are not loading I would assume because they don't have Steam Ids.
Any ideas?
