Red Fog gives all soldiers unnamed and unusable ability

Ability shows just a blank when selected, but has the description "Missing all help text”. Attempting to use it opens an empty targeting interface and does nothing.

This is a debugging thing, it means that they can be effected by red fog. It will be removed on release
