Add CONTRIBUTING.md that explains how to compile the code

The code currently must be cross-compiled to armv7-unknown-linux-gnueabihf which is the raspberry pi's target ISA.

Please provide instructions for accomplishing this in CONTRIBUTING.md - I cannot currently compile the code on my macbook.
