Quick update:

according to this https://www.caa.cz/wp-content/uploads/2023/03/3078-23-701_OOP_ATZ-TMA-LKCS.pdf?utm_source=newsletter&utm_medium=email&utm_campaign=v_pondeli_vznikne_tma_a_rmz_ceske_budejovice&utm_term=2023-07-15, the validity has been postponed to 17.7.2023
I got in touch with the creators of the airspace file and gave them notes on how to update the file here, so they’re going to have a go. If they have trouble doing that, I can re-submit the PR as originally planned.
