Added Proving Grounds Tasks for Canada. Proving Grounds: https://soaringtasks.com/

As stated in the forum post: please add the files to the https://github.com/XCSoar/xcsoar-data-content repo into the waypoints-special folder. Then link to download.xcsoar.org instead of bitbucket.
