Change root redirect to use GeoIP instead of Accept Language #437

Change root redirect to use GeoIP instead of Accept Language. This would help 
Finnish users to end up to Finnish front page. Accept Language redirects a 
major share to Finnish users to English front page.

I think I'm hitting a wall here. The pure Perl implementation of GeoIP 
(Geo::IP) doesn't support IPv6 so the GeoIP CAPI is needed. On Windows I would 
have to compile it by myself. On Linux (Debian) there is an OS package 
available but Geo::IP rejects it since it is too old. No newer Debian package 
seems to be available.
