Readme (adapts intro sentence from USWDS doc site README)

Comments:

Other common repo documents include an Issue Template, a PR Template, and Contributor's Guide. But when I started to create these documents, I didn't feel sufficiently confident about the content that should go in them. So leaving them for another person and/or another time (#3) ...
