RobustWeightedMean does not handle high index top PMTs #329

This issue occurs with TPCs which don't count the top PMTs with low indices 0...N_top.

See also #260. I would not classify this is a bug since it is not a problem in the default configuration (XENON100 / XENON1T), but I agree it would be nice to have this functionality also for RobustWeightedMean.

I can have a look some time, or would you like to try this yourself?
