Add DBs updating notebooks and fix NN version # #713

Add (example) notebook that updates the NN file in RunsDB for processing. This probably shouldn't go here, but want to keep together with maps for now until proper "Conditional data" database is developed.

Also revert version number back to v8 in NN file name according to https://github.com/XENON1T/pax/pull/709#issuecomment-406024573. If @weiyuehuan agrees, then I'll go ahead and manually copy this file to the pax_v6.8.0 environment on CVMFS.

Data files have been manually copied to pax_v6.8.0* environments on Midway and CVMFS, and these notebooks have been run to update the RunsDB and CorrectionsDB.

@feigaodm This should be OK to merge now.
