Compare to last NN update (#709 ) PMT 31 was OFF in Sept 11th

Hi @jnaganoma @mcfatelin Can you approve this PR? and give the run_min at hax.ini.

Hi @weiyuehuan I confirm that PMT31 was turned off Sept 11th. I guess I'm not a proper person to approve. But if you need me to approve, what should I do?

Thanks @jnaganoma I just need to confirm the PMT configuration is correct. I will change hax.ini with the min_run 22130 for this net. @feigaodm @mcfatelin Why Fei's merge fails?
