Enable rhel7 sites #46

Update the sites file to allow jobs to run on RHEL7 sites. This is to allow the MC code to run on SURFsara (and CCIN2P3 and CNAF as they switch to RHEL7).

NM, looks like a few other changes got lumped into this. I'll submit a new PR for this with just the rhel7 changes.
