Most of the xaction that ship with the bi server use property files for actual 
text content and the xactions themselves use %property syntax to refer to those 
properties. 

This means we cannot simply use xactions to generate documentation - we really 
need to grab the contents of the property file as well (and if you really want 
to be complete, do that for all localized versions of the property file).
