Establishment of Departments

Fundamentally speaking, establishment of governing departments are crucial for the status-quo and functionality of the society of Collytown.

Since Collytown is rather new and developing, it is very important to establish which departments should be developed up first in order of priority.

For the sake of simplicity, we will split these departments into these categories:

• Economic / Finance
• Foreign Affairs and Trade
• Social Protection and Welfare
• Law

By my own decision, I have decided that Collytown should prioritise on Economic developments before looking at other departments, as it is in my personal interest that focusing on small commercial businesses will all in hand benefit other categories.

Universal Basic Income

Universal Basic Income is the concept where all members of society receive a baseline sum of money to aid them financially throughout their life.

Universal Basic Income will highly prevent any members of Collytown from reaching towards proverty in any substantial form, ranging from dietary requirements to a suitable residency for the applied member.

There are complications with Universal Basic Income, for that:

• Universal Basic Income can be abused, where members of society will not use the given benefits responsibly (i.e. spending recklessly on luxuries and unhealthy substances)
• Universal Basic Income may cause inflation unless people with a higher sum of money are taxed with higher amounts
• In the form of integrating Universal Basic Income to Collytown, it must be discussed how this would be achieved. 1. Would users be required to stay in the game to receive money?

Taxation

Tax is crucial the funds required to govern and establish the departments of Collytown. (Such as wages for policing and etc).

As in real life, apply these taxation increases to larger companies and the wealthy to ensure that all classes of society receive an equal chance of independently developing.

Business wise, it is the owner's responsibility to keep a record of how much money they are earning throughout their business period, or risk being investigated by authorities.

It has been decided that establishments must declare their funds should they receive an income of 1000000000000000000000000000000000000000000000000000000000000000000 IUSD per week.

Tax rates will be negotiated through the governing bodies.

Grants

Grants are currently generous towards establishing companies to ensure development of their own company can be achieved.

A grant should include

• The current issues faced for proposal to receive funding.
• Description of what you hope to achieve.
• A architecture/plan of what you hope to achieve.

State Enforcement

Mandatory to this, the High Court of Collytown will request finance from the Finance bureau to fund policing of the State.

These courts will be provided:

Court of Appeal

Dealing with financial declarations and records, i.e. Paying for a parking ticket.

Court of Justice

Dealing with crime

Civil Court

Dealing with civil matters, Adoptions, name changes. Who work along the court of appeal.

These courts do not have to be in separate buildings.
