[bug] Inconsistent display of "USDC Transfer" header

Current Behavior

The "USDC Transfer" header inconsistently appears:

• It is missing when first navigating to the USDC tab
• It appears during a transaction and remains visible afterward
• It disappears again upon refreshing the page

Expected Behavior

The "USDC Transfer" header should consistently appear or not appear on the USDC tab, regardless of the transaction state or page refresh.

Steps To Reproduce

1. Open https://preview.portalbridge.com/b1f3c5115d/
2. Navigate to the USDC tab
3. Initiate a USDC transfer transaction, notice that the "USDC Transfer" header appears at the top of the screen during the transaction
4. Complete the transaction, observe that the "USDC Transfer" header remains visible
5. Refresh the page and notice that the "USDC Transfer" header disappears again

Environment

- OS: macOS Sonoma 14.6.1
- Wallet: MetaMask
- Browser: Google Chrome Version 128.0.6613.120 (Official Build) (x86_64)

Anything else?

Note that in the previous design version, the "USDC Transfer" header was consistently present on the .../usdc-bridge/ page.
