Add Privacy Policy Link to the hamburger menu (footer of connect) for Portal Bridge #909

As a user I want to be able to easily find the privacy policy so I can reference it if I have any questions around what is being tracked.

Acceptance Criteria

add link to the footer (where resume transaction, advanced tools, etc is) for the Privacy Policy
Link will say "Privacy Policy"
Hyperlink to portalbridge.com/#/privacy-policy
