Parse Vaa Tool #530

Description

This task aims to provide the user with a tool to parse a VAA. An example of this tool is https://vaa.dev/#/parse.

The POST endpoint/api/v1/vaas/parse either passes a VAA in base64 or the txHash of a transaction returns the parsed VAA.

The dropdown should follow the same style as in Network.
