Queued Transactions in Gov #679

Description

Add "Queued Transactions" in the Governor section.

Acceptance Criteria

  1. The list should be displayed from the most recent to the oldest.
  2. The list should display all the transactions in the governors
  3. The transaction should indicate the reason for the transaction being in governor.
  4. The tab by default should be Dashboard
