Supplement.pm.PL isn't needed #120

Supplement.pm.PL can be deleted and Supplement.pm.in renamed to Supplement.pm.

The only thing Supplement.pm.PL does is (at install time) copies the contents of Supplement.pm.in into Supplement.pm. Once upon a time, it did some rewriting of the contents of Supplement.pm.in too, but it hasn't done that since a commit more than thirteen years ago.

There may be other libraries and grabbers with similar heritage - this was a common workflow in years gone by.

If anyone is interested in addressing this, remember that the Makefile, MANIFEST and any other references will also need updating.
