I have everything, the PKHeX folder with the .exe file and plugins folder inside, with the extracted zip file inside the plugins folder. I have it so ForceHaxOnLaunch is set to true, and PluginLoadMethod is set to LoadFrom. The version of PKHeX is the 2024-03-26 version as well. I do not know what else to do to get it to work.

It sounds like you've set up everything correctly. It does not appear under the Tools menu? I'm not sure what would prevent it from being loaded. Perhaps a plugin conflict of some kind?
