No pico-ts #131

What steps will reproduce the problem?
1.Not a prob
2.There is no pico-ts included without it we cannot use any voice based apps
3.Ex voice phone sms reader incoming call reader
This was there in android 2.3.7 but not in ics please do look into it i want 
the speech synthesis 

What kernel are you running?

It would really help if you could provide a logcat when the problem occurs.
* Grab aLogcat:

* Reproduce the problem
* Open aLogcat and save the logcat
* Attach it here

Pico tts is not included in the rom due to space considerations. If you want it 
then grab it from another rom.
