create a dedicated directory for tools used to maintain xqf and other scripts #171

This PR creates a tools/ directory where take places the pot_generator.sh script, a new travis_update_packages.sh (no more cryptic base64 code in .travis.yml) and a new import_flags_from_teeworlds.sh script.

The very old copykdeflags and convertmaxmindflags scripts are deleted.

The qstat_savage.sh hack is moved here to not mess the src/ directory (this script will be deleted when the Savage master procotol handling will be added to qstat).

I hope Travis will like it…
