Use GitHub Actions for CI #231

Travis-CI.org shutdown building projects after June 15th 2021. Alternatives are either using Travis-CI.com or using GitHub Actions which is better integrated and more clear that it's free for all repositories.

This PR adds CI testing with GitHub Actions and removes the Travis-CI.org files.

Oh, also you can remove the Travis-CI.org Webhook at https://github.com/XQF/xqf/settings/hooks so that GitHub doesn't send off an HTTP request to notify them about commits.
