Issue Description

Hook testnet crashes when emitting checks multiple times.
Most of the time it crashes in 3rd or 4th emission.

Steps to Reproduce.

check_create.zip

Download and extract the given sample code.

Run run.js file as follows.

node run.js sn6Eh5HPDsmsPG4RgnHCVFSgoo7FH <rippled server>

The script will create the account with provided secret (using funds from genesis account)
The script will compile and upload the hook and then invoke check emission every 3 seconds.

Expected Result

Check emissions from the hook account.

Actual Result

Hook testnet crashes after 4th or 5th check emission.
