Document all exposed Prometheus metrics #1255

Summary

We should add documentation with all available Prometheus metrics exposed by Clio.

Motivation

It would be easier to use Prometheus integration and it would be more clear what data is available for Prometheus.

Probably refactor Prometheus part to define all the metrics in one place and only get them where needed. This will allow to generate documentation and have all the defined metrics in one place.
