Add Node Configurator to the Dev Tools page

Caleb Kniffen recommends we add a link to the Node Configurator to the Dev Tools page.

That tool hasn't been updated in almost 2 years, and the config files it's meant to work with have gotten some (admittedly minor) upgrades in that time. Unless we can identify an active maintainer for the tool, I think we should probably go the other direction and take it down (or at least add a warning that it's outdated) rather than promoting it further.
