Lift XRTK to 2020.3 and establish support #906

XRTK - Mixed Reality Toolkit Pull Request

Overview

This is a draft PR. Once done it will lift all XRTK modules to 2020.3 and make 2020.3 the officially supported and recommended version for XRTK.

Will need refreshing with Dev status @FejZa , are there any impediments to progressing this PR?

Refreshed this with current dev to move things along @FejZa Looks like it fails with the Pico submodule, which probably shouldn't be with this PR, are you ok with dropping here for now?

Guys do not worry too much about this one. It's a draft PR and only for my personal book keeping. Everything will be extracted and split where needed when ready.
