XRTK - Mixed Reality Toolkit Pull Request

Updated the mouse pointer to toggle on/off as simulated hand input is detected/lost.
Fixed mouse pointer inspector showing duplicate entry
Updated mesh cursor to keep constant size so the mouse cursor stays the same size at any distance

I think the submodule needed to be updated to point to development, but should be fine. I'll push the change to development directly.
