As noted in GitHub's documentation for licensing a repository, the license text should be present in a LICENSE.{md,txt} file. Then GitHub will detect the license for your code and allow searching by that license/display it to contributors.
Add the official Markdown verion of GPL3 from https://www.gnu.org/licenses/#GPL.
