xray-core is becoming a very popular solution in Russia, and therefore many Russian-speaking users have expressed the need for documentation in their native language. This PR is the first step towards making this a reality!

The translation is based on the main zn-CN branch of the documentation.

Documents will be added progressively.

I've created docs\.vuepress\config\sidebar\ru.ts and declared export const sidebarRu: SidebarConfig, but the sidebar isn't showing up in my documentation branch.

In fact, all multilingual wikis have similar problems and there is no good solution, One way is providing links to the corresponding pages of the main maintenance language on the 404 page

this plugin claims to implement the behavior I think is best, particularly the "outdated" alerts. Unfortunately the plugin is for an old version of vuepress and the code seems unmaintainable

Today, I will finish proofreading and editing, and I might make a few more adjustments.

I have always tried to avoid translating established terms such as "inbound," "outbound," and so on, but this time I decided to do it, replacing them with "incoming proxy" or "incoming connections." Because of this, I might refer to the same thing in different ways in different places.

Well, the most important thing is that the beginning has been made - more to come 🤝
