Put dns rule before geoip:cn, and put ip after domain for IPIfNonMatch #543

As https://github.com/XTLS/Xray-docs-next/pull/542 to remind that DNS requests should be handled separately, the DNS ip rule should be placed before geoip:cn (as the first ip rule).

And as IPIfNonMatch, the ip rules should be placed after the domain rules to make it more intuitive.

Okay.. Actually, I think these tutorials are too outdated, so unless there are obvious errors, it's not worth spending too much effort on them :)
