memidx: fix memidx load/store l{ur}s/{ur} description errors in RV64/… #32

The RV32/RV64 fields of memidx l{ur}/s{ur} instructions are incorrect, where these instructions are not enabled on RV32 as the T-HEAD cpu internal documentation said. Fix these documentary errors in this commit.

LGTM. The RV32 indeed does not have these instructions, and these instructions are also meaningless in the RV32 architecture.
