If you don't mind the wait change the value for timeout in the config from 7000
to 20000. Wait time seems to be decent now.

Setting a higher timeout 20k WORKS. Even with 2.1.1.

Unfortunately, while it was working for a while yesterday, it stopped working
sometime near 23:00 EST.
Their proxy seems to just be unable to handle the load.

Please wait while we fix that problem and write here about it.

Been more reliable about pulling some stats but now exhibits a side effect of
returning no data at all for about a third of each team each match. Even people
who have thousands of battles it sometimes shows no data for.

Try version 2.3.test2 and write results here.

Appears to fix the issue. Have not seen it reoccur using the 2.3.test2 version.

Still not working, I noticed when I am extracting this new version into my game
folder, there is no XVM config in the flash sub-folder anymore, is that in
purpose?

from readme:
5. You do not need to setup anything by default.
If you want special settings, you need to create config file:
\res_mods\<game version>\gui\flash\XVM.xvmconf
You can select ready config file from \xvm-doc\samples\ directory, or use
online editor: https://sites.google.com/site/sirmaxwiki/xvm-editor
Old OTMData.xml configs are also supported in legacy mode, you can use if if
you do not need new features.
All possible config options you can see in this file:
\xvm-doc\samples\Full config EN\XVM.xvmconf
Note: If you changing config manually, use Notepad, DO NOT use MS Word,
WordPad and such editors.

I guess there are still problems. I only get data for about 35% of the players
in a game.

It is not XVM issue. I am not maintainer of proxy server. You need to ask iBat
at support forum: http://forum.bulychev.net/viewforum.php?f=7
