Cloudflare CDN ip suggestion. #13261

1.0.0.0/24 is normally accessible in China mainland and can be used in x tunnel. In some china telecome line, the latency to 1.0.0.1 is only about 5ms. Please remove considering adding this ip range to good id and cloudflare ip ranges. In china some cloudflare ip has higher latency than others thus should only serve as a backup. You organization should implement an cloudflare ip sort mechanism based on the latency and geolocation of the cloudflare ip. The other thing is that when we use x tunnel, we frequently got disconnected but we still have working cloudflare ip and this is a problem of x tunnel not the network.
