Add ryanbrewer.dev to the webring #907

Hi!

Here's my website, https://ryanbrewer.dev !

I've added the webring icon halfway down the page, after the evaluator and before the blog posts. I'm happy to move it if need be!

I've updated the opml file in addition to index.html, to add my RSS feed. I hope that's okay; happy to undo if not.

I go by Hoping in the catlang discord :)
